The constitutional guarantee
Under article 50 of the Constitution, everyone has the right to education. The state guarantees free general secondary education and free primary vocational education. General secondary education is compulsory. Under article 51, citizens may receive higher education in state educational organisations on a competitive basis at the expense of the state.
The rights of a student
The legislation and the internal documents of the educational organisation set the specific rights and duties of a student. Ask the educational organisation in writing for information on the study process, the assessment criteria and the procedure for challenging a mark.
Expulsion
Expulsion from an educational organisation follows the established procedure. Ask in writing for a copy of the expulsion order and for its ground.
Complaints
Under article 40 of the Constitution, you may complain to the head of the organisation and to a higher body. Under article 55, the right to appeal to a court against unlawful decisions of state bodies and other organisations is guaranteed. Apply in writing and keep a copy.
